Establishing and Using Data Standards in Health Workforce Information Systems

Human resources information systems are successful when they support policy and management decisions and when those decisions lead to better health care. However, success depends on the quality of the human resources for health data going into the system. The aim of this technical brief is to convey why data standards matter. The authors review organizational, national, and international data standards that can help ensure data quality, provide country examples, and discuss the key role of multisectoral stakeholder leadership groups in formulating and reaching consensus on standards.

Symposium Report: Supporting Families, Building a Better Tomorrow for Children: The Role of the Social Service Workforce

This report summarizes the contents of the symposium “Supporting Families, Building a Better Tomorrow for Children: The Role of the Social Service Workforce” hosted by the Global Social Service Workforce Alliance with support from PEPFAR/USAID and the National Association of Social Workers Foundation. Held at the National Press Club and made available via live webcast on April 29, 2014, the symposium contributed to the growing body of knowledge regarding the role of the social service workforce in promoting strong families and better futures for children. Expert presenters discussed current initiatives to strengthen the social service workforce and improve systems and services that promote well-being, protection, and healthy development. In addition to the report, the full program is available on the Global Social Service Workforce Alliance’s website, along with videos and presentations.

Medical Education Partnership Initiative Compendium of Tools for Evaluating Community-Based Education Programs, and Pre-Workshop Activities Tool

This compendium of tools was disseminated to participants at the Medical Education Partnership Initiative Community-Based Education Evaluation Workshop. Participants used the pre-workshop activities tool to prepare in advance. In collaboration with the MEPI community-based education technical working group, CapacityPlus and the MEPI Coordinating Center conducted the workshop, which was held on April 1–3, 2014, in Kampala, Uganda. The participants represented 11 MEPI-supported institutions and consortiums in seven countries. During the workshop they shared good practices for community-based education evaluation, drafted school-specific program evaluation plans, and strengthened the community-based education community of practice.

This presentation was given during the third day of the Medical Education Partnership Initiative Community-Based Education (CBE) Evaluation Workshop, which was held on April 1–3, 2014, in Kampala, Uganda. In collaboration with the MEPI community-based education technical working group, CapacityPlus and the MEPI Coordinating Center conducted the workshop. Representatives from 11 MEPI-supported institutions and consortiums in seven countries shared good practices for CBE evaluation, drafted school-specific program evaluation plans, and strengthened the CBE community of practice.

Assessing the Relevance, Efficiency, and Sustainability of HIV/AIDS In-Service Training in Nigeria

This article presents the results of an assessment of HIV/AIDS in-service training provided to Nigerian health workers through funding from the US President’s Emergency Plan for AIDS Relief (PEPFAR). CapacityPlus conducted the assessment with an online survey tool developed using the In-Service Training Improvement Framework. A total of 39 partners providing PEPFAR-funded in-service training in Nigeria completed the survey. The survey captured the landscape of the types of training provided; the cadres of health workers receiving training; and the processes, procedures, and resources used by partners over the period January 2007–July 2012. Based on the findings, the authors make a number of recommendations for increasing the effectiveness of HIV/AIDS in-service training in Nigeria.

Medical Education Partnership Initiative Community-Based Education Evaluation Workshop: Evaluation Plan Template, Logic Model Template, and Matrix of Tools

Participants at the Medical Education Partnership Initiative Community-Based Education Evaluation Workshop used these tools to draft school-specific program evaluation plans, develop a logic model for the plans, and review approaches for evaluating community-based education programs. In collaboration with the MEPI community-based education technical working group, CapacityPlus and the MEPI Coordinating Center conducted the workshop, which was held on April 1–3, 2014, in Kampala, Uganda.

iHRIS User: Level I

This free eLearning course hosted by CapacityPlus’s HRH Global Resource Center provides instructions on how to set up and manage human resources data in iHRIS Manage, which supports ministries of health and other service delivery organizations to track, manage, deploy, and map their health workforces. Information on managing employee and job applicant data, as well as training data, is included. Each module is designed to be used separately, as an online help guide, to teach human resources staff and hiring managers how to use the software. The modules use audio as well as visual teaching aids to reduce any potential learning barriers. The course was developed using the open source learning platform Moodle so that it can be easily exported and modified for use in different countries. For example, a module teaching specific customizations for that country can easily be created and added to the full course. Also see the related course, iHRIS Administrator: Level I.
