The Human Resources for Health (HRH) Effort Index is designed to improve the measurement of inputs to and outcomes of national HRH programs. The Effort Index also monitors country progress and changes over time. The focus of the Index is on collective, national-level HRH efforts, as opposed to efforts made by individual projects, nongovernmental organizations, or other stakeholders. This survey is designed to collect information leading to the construction of such index.

CapacityPlus conducted an evaluation of Christian Health Association of Kenya (CHAK) facilities that participated in the nationwide adoption by CHAK and the Kenya Conference of Catholic Bishops of a comprehensive policy on human resources for health (HRH) (supported by USAID through the Capacity Project and subsequently through CapacityPlus and the bilateral Capacity Kenya project). The evaluation confirmed important changes in CHAK's institutional capacity, HRH culture, and management practices.

Guide for Conducting Peer Reviews of Community-Based Health Sciences Education Programs

During 2014-2015, CapacityPlus and the Medical Education Partnership Initiative (MEPI) conducted a peer review of the community-based education component of the medical education program at the University of Zimbabwe College of Health Sciences. One purpose of the activity was to expose colleagues in the MEPI community to the process and tools of conducting a peer review. This step-by-step guide to the peer review process is targeted at educators and leaders in health sciences faculties and medical schools. While primarily focused on MEPI-supported schools, it is expected to be of assistance to health professions schools internationally that are interested in such an evaluation and improvement approach.

Integrating the PEPFAR Technical Considerations into Health Services to Improve the Clinical Management of Children and Adolescents Who Have Experienced Sexual Violence in Kenya:Final Report

USAID's Office of HIV/AIDS Gender Technical Working Group invited CapacityPlus to apply its expertise in health worker training and performance support to improve health system response to children and adolescents who have experienced sexual violence in Kenya. In collaboration with USAID’s FUNZOKenya health worker training project and its APHIAplus Kamili service delivery project, CapacityPlus supported the Ministry of Health’s Reproductive and Maternal Health Services Unit in revising the national sexual and gender-based violence curriculum to reflect recent changes in national policy guidelines. This final report documents achievements and lessons learned from the activity and includes the findings from a desk review and training needs assessment that informed the development of the new training module and supplemental training and performance support materials.

The People That Deliver Initiative: Namibia’s Integrated Actions to Improve the Health Supply Chain Management Workforce

In November 2013, Namibia's Minister of Health presented a formal request to the People that Deliver (PtD) Board and member institutions for technical support to develop a sustainable strategy to improve access to health commodities. Led by the government of Namibia and supported by expertise from the People that Deliver Initiative and its members, notably the USAID- and PEPFAR-funded Supply Chain Management System project and CapacityPlus, the PtD-Namibia collaboration sought to understand and improve Namibia’s public sector health supply chain management workforce, focusing on the Ministry of Health and Social Services' immediate priority: staff at the central medical store and regional medical depots. This synthesis report documents the PtD-Namibia collaboration’s findings and outcomes in five priority activity areas as well as its collective results, all of which have great potential to have a positive impact on the country’s supply chain management workforce development and planning.

This case study describes Uganda’s Human Resources for Health Information System (HRHIS), implemented with support from the Uganda Capacity Program and CapacityPlus, and documents perceptions of its impact on the health labor market against the backdrop of the costs of implementation. Through interviews with end users and implementers in six different settings, the article documents pre-implementation data challenges and considers how the HRHIS has been perceived to affect human resources decision-making and the health care employment environment.

Guidelines for Developing Monitoring and Evaluation Plans for Human Resources for Health

These guidelines are intended to give stakeholders an overview of the process for developing M&E plans that are an integral component of HRH plans. This document complements existing M&E resources, such as national and regional M&E plans for malaria and HIV/AIDS, in that it provides the general steps required to develop an M&E plan while also paying particular attention to HRH-specific considerations, challenges, and indicators. The guidelines focus on national-level M&E plans for HRH, but they can also be applied at regional, district, and subdistrict levels.

Dean's Dashboard Software, Manual, User Support, and Case Studies

The Dean’s Dashboard is a free, computerized, open source tool that helps the leaders of educational institutions manage their schools more efficiently. The dashboard allows school leaders to systematically define strategic, indicator-based goals for their educational programs and routinely monitor progress toward achieving them. Charts and graphs created and monitored on the dashboard can be easily saved, shared, and integrated into presentations, brochures, websites, and other key management materials. A school’s management team can download and customize the standard dashboard linked to this page, or build their own customized dashboard using the most recent version of the powerful DHIS2 software. The step-by-step user’s manual and DHIS2 expert community provide guidance and support to install, customize, and maximize the use of the dashboard for data-driven decision making.
