Paul Marsden, Liverpool Associates in Tropical Health, HR Management Systems Team Lead
Paul Marsden is a senior human resources for health (HRH) specialist with LATH, a consortium partner to CapacityPlus. He has over 15 years international experience in human resources, advising sectoral line ministries, government agencies, development partners, nongovernmental organizations, and large private-sector consulting firms on a wide range of human resources policy, planning, management, and development initiatives. Marsden has extensive field experience throughout the Southern, East, and West African regions, as well in South Asia. Additionally, he has provided long-term technical assistance to the Malawi health sector as well as to the ministries of health and education in Uganda, working toward strengthening existing government human resources systems and capacity. He has an MSc in training and human resource management from Leicester University in the United Kingdom.
