The HRIS Strengthening Process

The CapacityPlus HRIS strengthening process is designed to foster better understanding of the current health workforce picture in a given country. This understanding prepares decision-makers to effectively plan for recruitment, training, and retention of health professionals. They will know enough to deploy the right health workers in the right places to meet their health care needs. Ministries of health and finance can work together, along with donor agencies, to finance the employment of the needed workers. Governments can better understand the cost benefit of wise, targeted investments in healthcare.

In our participatory approach, many stakeholders are involved. Ministries, licensing and certification bodies, private-sector organizations, and other stakeholders work together to develop a mature and complete HRIS that tracks health professionals from the time they enter training until they leave the health workforce. In each country, a Stakeholder Leadership Group has ownership of the HRIS, and the efforts of CapacityPlus focus on developing the country's capacity to use, support, and improve the system even after the project's assistance has ended.

The HRIS Strengthening process comprises five key elements:

  1. Build HRIS leadership using a participatory, inclusive approach that incorporates a thorough assessment of any related systems already in use
  2. Improve existing systems as needed to support an HRIS — networks, Internet connectivity, hardware, software, trained personnel, technical support, and electrical supply
  3. Develop HRIS software solutions customized to answer the key health workforce policy and management questions identified as critical for that country
  4. Support managers and decision-makers to effectively use and analyze data for informed and confident decision-making
  5. Ensure sustainability and continuous improvement of the HRIS through training and technical support to build capacity in the country to independently support, use, and improve the HRIS into the future.
