In April 2009, the Capacity Project published an HRIS Strengthening Toolkit, a compilation of briefs, tools, case studies, and other resources intended to aid stakeholders and decision-makers in HRIS development and implementation. The HRIS Toolkit was designed along the lines of the 5 step HRIS strengthening process and focuses on stakeholder leadership, infrastructure strengthening, development of a software solution, data-driven decision-making and building capacity for sustainability. Measure Evaluation has also developed a toolkit which may be useful for those involved in HRIS implementation. Although not directly related to HRIS, the Data Demand and Information Use Tools focus on several concepts and strategies to encourage evidence-based decision-making. Of particular note are the tools for assessing data use constraints, information mapping, and engaging stakeholders.
